Qualification

Hold API 653 certificates and shall be kept current and valid at all times

Minimum of TWO (2) years of experience in tank inspection and engineering in oil and gas related activities including offshore/onshore site experience starting from first API653 certificate is obtained

  • Evaluate the suitability of existing aboveground storage tanks (AST) for continued service, or for a change of service, or when making decisions involving repairs, alterations, dismantling, relocating, or reconstructing an existing tank. The scope of evaluation shall cover tank roof, tank shell, tank bottom, tank foundation and its appurtenances. The inspector is also required to make some assessment of existing tanks for suitability for continued operation or change of service with respect to the risk of brittle fracture as provided in API 653.
  • Provide direction for periodic in-service inspection of tanks to assure continued tank integrity. The scope of inspection shall cover inspections from the outside of the tank including routine in-service inspections, external inspection, ultrasonic thickness inspection, and cathodic protection surveys.
  • Internal inspection shall also be carried out to ensure that the bottom of the tank is not severely corroded and leaking, to gather data necessary for the minimum bottom and shell thickness assessments mentioned above, and to identify and evaluate any tank bottom settlement. The inspector shall consider the results of any non-destructive examinations (NDE) work, stipulated in Appendix F of API Standard 653, in the evaluation of the tank.
  • The inspector shall determine intervals between internal inspections. As an alternative, the inspector may consult the CLIENT to establish the internal inspection interval by using CLIENT’s guideline and procedures. In cases where construction, size, or other aspects allow external access to the tank bottom to determine bottom thickness, an external inspection in lieu of an internal inspection shall be carried out to meet the data requirements stipulated in section 4.5 of API Standard 653.
  • The inspector shall prepare specific work procedures and ensure that these procedures are followed when conducting inspections – to assure personnel safety and health and to prevent property damage in the workplace.
  • The inspector shall provide and maintain checklists of items for consideration when conducting in-service and out-of-service inspections.
  • The inspector shall assist the CLIENT to create and maintain a complete inspection record file consisting of three (3) types of records namely: construction records,
    inspection history, and repair/alteration history. These inspection records shall form the basis of a scheduled inspection and maintenance programme.
  • The inspector shall prepare and provide general inspection reports. The reports shall include metal thickness measurement, conditions found, repairs including reasons for
    the repairs, and sketches showing location and extent, any settlement measurements, and recommendations as to what remedial works must be performed on the tank in order to bring it back to API 653 standard as required by CLIENT’s guideline and procedures.
  • The inspector shall select materials for the repair, alteration, and reconstruction of existing tanks. The inspector shall consult the CLIENT pertaining to specific
    requirements for repairs and alterations as stipulated in Section 7 of API Standard 653. The basis for repairs and alterations shall be API Standard 653 equivalence.
  • The inspector shall collaborate with the CLIENT in specifying any specific design considerations for reconstructed tanks.
  • The inspector shall collaborate with the CLIENT in specifying procedures for dismantling and reconstructing existing welded tanks that are to be relocated from their original. In this respect, the inspector shall make reference to Section 8 of API Standard 653.
  • Review of relevant engineering papers, codes and journal to ensure that the engineering undertaken his direction is in-line with the latest accepted practice and
    technology.
  • In-depth review of engineering drawings and calculations, inspection reports, proposed fabrication and installation procedures to ensure proper application of approval codes and standard.
  • Present inspection findings and recommendations to the CLIENT and ensure implementation of the approved recommendations accordingly for certification.
  • Monitor and ensure that the remedial work is performed by the repair contractor per contractual scope and signed for acceptance.
  • Witness hydrotest, level and vertical check, strapping and calibration of the tank to ensure compliance with API 653 specification.
  • Perform final inspection and certify the tank as being fit for service.
  • Perform any other works within area of expertise as and when required by the CLIENT.
